Small and medium-sized companies (“SMEs”) are registered, autonomous enterprises functioning under Laos’ laws. DEVELOPMENT POLICIES FOR SMALL SCALE SMES

The Small and Medium Enterprise Promotion and Development Office, (SMEPDO), defines micro firms as small SMEs with no more than 19 employees. They generally produce handicrafts, medicinal plants, and herbs. The Department of Production and Trade Promotion, part of the Ministry of Industry and Commerce, provides assistance to these businesses in order to increase their export potential. The government has laid out particular efforts to promote various items, including:

  • Strategies for exporting organic agricultural products,
  • Lao silk and cotton handicrafts, and
  • Medicinal plants and spices.

EFFECT OF FOREIGN DIRECT INVESTMENT AND TRADE LIBERALISATION

Foreign Direct Investment (“FDI”) refers to an ownership stake in a foreign company or project made by an investor, company, or government from another country. It has played a critical role in the Lao economy, increasing development and raising income levels. Trade liberalization involves a country lowering import tariffs relaxing import quotas and other forms of protectionism. It affects SMEs in four major ways:

  • Decreases production costs through cheaper imported inputs,
  • Opens export possibilities, and
  • Diminishes the supply of local inputs.
