WHY HOLY SEE?

The Holy See, also called the See of Rome, the Petrine See or the Apostolic See is the central governing body of the Catholic Church and Vatican City. According to Catholic tradition and historical records, the Holy See was founded in the first century by Saint Peter and Saint Paul. The Holy See is headquartered in, operates from, and exercises “exclusive dominion” over Vatican City, an independent city-state enclaved in Rome. It encompasses the office of the pope as the bishop of the apostolic episcopal see of Rome, and serves as the spiritual and administrative authority of the worldwide Catholic Church and Vatican City. Under international law, the Holy See holds the status of a sovereign juridical entity.
The Holy See is administered by the Roman Curia, which are the central institutions assisting the pope and through which the affairs of the Catholic Church are conducted. The Roman Curia includes dicasteries, comparable to ministries and executive departments. The Cardinal Secretary of State is its chief administrator.

Amongst all the sovereign states in the world, Vatican City is the smallest independent state by both area and population. According to various international classifications, it operates on a unique economic model, drawing its revenue from diverse sources. The currency is the Euro (EUR), reflecting its customs union with Italy and membership in the Eurozone. The population is approximately 764 as of 2025. Its only neighbouring country is Italy, as it is entirely surrounded by Rome. The primary official language is Latin, used in official documents, while Italian is the most commonly spoken language for everyday administration and communication. The vast majority of the population practices Catholicism.

ADVANTAGES

Holy See provides numerous advantages for businesses. Its strong legal system, favourable tax policies, and seamless access to European markets make it an ideal hub for international operations. The government actively supports foreign investments through incentives and simplified incorporation processes. Furthermore, the city’s robust infrastructure and proximity to major European capitals enhance its appeal as a business destination.

  • Unmatched Prestige & Influence:

Association with one of the world’s oldest, most respected institutions offers unparalleled global recognition, especially in cultural, educational, and diplomatic spheres.

  • Global Network Access:

Direct links to the worldwide Catholic Church and its vast humanitarian/faith-based networks.

  • Stability & Security:

A unique, predictable administrative context with high stability and security.

  • Tax & Financial Benefits:

The Vatican is tax-exempt, and its financial system (IORAPSA) aligns with modern standards, offering potential advantages for aligned projects.

  • Efficient Payments:

Seamless integration with European SEPA payment systems (instant/standard) for fast, low-fee cross-border transactions.

  • Support Ecosystem:

Pro-ecclesiastical support for ventures aligned with its missions, providing institutional backing and collaboration.

  • Unique Market:

Access to niche markets in religious goods, cultural heritage, art, and tourism, leveraging its immense historical assets and visitor flow.

TAX REGIME

  • No Direct Taxes:

Vatican City levies no income tax, sales tax (VAT), or property tax on its residents or employees.

  • Duty-Free Status:

Items purchased within Vatican City are exempt from customs duties.

  • Unique Economy:

Its finances rely on tourist revenue (museums, stamps, souvenirs, publications), donations (Peter’s Pence), and investment income, not traditional taxation.

  • International Status:

The Holy See operates outside EU and Italian VAT/customs laws, though it has agreements with Italy for services like water.

  • Tax Residency:

The concept of tax residency, as understood in standard fiscal systems, does not apply in Holy See. Citizenship and residence are granted on a functional basis, strictly limited to ecclesiastical service or diplomatic assignments. Citizens are not subject to local taxation but may incur tax liabilities abroad. Likewise, non-residents are not taxed on income connected with activities carried out within the territory.

HOLY SEE ENTITIES

The Holy See, as a sovereign entity and religious governing body, doesn’t operate under typical commercial business structures (like LLCs or Corporations) but functions through its own complex Vatican City State legal framework and Curial Dicasteries, managing assets and institutions.

• Canonical/Curial Institutions:
These are the administrative and governing bodies (Dicasteries, Congregations) that carry out the Church’s mission and manage its affairs, not for profit but for spiritual governance (e.g., Dicastery for Evangelization).

• Vatican City State:
A territorial entity with its own laws, managing public services and administration for the city-state itself.

• Financial & Property Management:
Entities like the Administration of the Patrimony of the Apostolic See (APSA) manage vast real estate and investments, functioning like large asset management firms but under Church control.

• Charitable/Missionary Arms:
Organizations like Caritas operate globally, funded by donations and focused on humanitarian aid, similar to international NGOs.

• Unique Entities:
The Vatican Bank (IOR), while handling financial transactions for the Holy See and related entities, operates under specific financial regulations and Canon Law.
